His "America Works" plan would see welfare spending cut in order to pay for job creation. Having attained power, Frank now wished to put it to radical use. The president was outwardly supportive but, with Doug no longer of use, Frank was tellingly standoffish. Beaten almost to death by prostitute Rachel Posner (with whom he had developed a dangerous infatuation), Stamper had survived but was physically and mentally scarred. There was a twist as it was revealed that Underwood's fixer Doug Stamper (Michael Kelly) was alive after all. But in one of his increasingly rare asides to camera, Frank revealed that he despised his father. To convince the public of his “humanity”, he made a pilgrimage to the grave of his father.
